Strategic inspection processes may vary between local authorities and should reflect local circumstances. Cheshire West and Chester Council’s bespoke approach to strategic inspection of the borough is as follows:
The strategic inspection is the starting point and involves collecting information to make a broad assessment of the land. To do this, the Council holds a record of sites identified as potentially contaminated land, which is stored within a mapping database called a Geographical Information System (GIS). These sites, which are under ongoing review, are identified based on consideration of extensive information on contamination or potential contamination in the borough, which includes:
Land contamination reports
Council managed closed landfill sites
Historical maps and aerial photography
Regulatory data supplied from the Environment Agency, Natural Resources Wales and other relevant authorities
Baseline reports produced for the environmental processes inspected by the local authority
Petrol station and fuel storage or processing sites.
