All feedback has been analysed and a summary of the consultation findings is available here. The Council has carefully considered all feedback, including levels of agreement, perceived impacts, and the concerns and benefits raised by respondents. Following this consideration, the Council has decided to implement the following proposals from 1 April 2026:
Introduce a flat rate charge of £12 per week
Lower the capital threshold from £5,000 to £2,000
Review charges annually to reflect the cost of delivering the service
Apply the same flat rate charge and capital threshold for Vivo Care Choices Appointee Service users.
In response to mixed views on proposals 1 and 2, the Council considered alternative options such as raising the proposed £2,000 capital threshold, which would have required increasing the proposed £12 weekly charge to ensure the service remains fully cost recoverable. As this would have a greater financial impact on service users eligible for the charge, which would not reflect the consultation findings, the decision was taken to implement the proposal to lower the capital threshold to £2000 and continue to protect those with the lowest levels of savings from charges.
As more respondents tended to agree than disagree with proposals 3 and 4, a decision was also taken to implement the proposals to review charges annually to reflect the cost of delivering the service and apply the same flat rate charge and capital threshold for Vivo Care Choices Appointee Service users.
Implementing proposals will ensure that those with the lowest levels of savings remain protected from charges, whilst ensuring a fair and consistent approach for all service users, and that the service remains financially sustainable on a full cost-recovery basis and maintain service quality and capacity.

The Council's Appointee Services support people who lack capacity to manage their finances when no suitable friends or family can help them. This is an important service that enables vulnerable residents to live their lives with dignity and have easy access to their own benefits and money.
The Council is proposing changes to the charge for Appointee Services to meet rising service demand and costs, maintain service quality with limited resources, ensure consistent charging across different service users, and ensure the service is sustainable into the future.
We want to hear from service users, advocacy groups, professionals and community groups who support service users, to help ensure the service meets people's needs now and in the future.
