Dog walkers to carry with them the means to pick up foul
It is already an offence to fail to pick up dog foul, subject to limited exemptions relating to some registered assistance dogs.
It is proposed that this existing standalone offence is incorporated into this, the main PSPO covering dog control issues.
All dog owners know the importance of carrying sufficient means to clear up any foul and the council supply free biodegradable dog poo bags from a number of council offices and community locations. We also patrol areas where we have received complaints and engage with local dog walkers and hand out supplies of bags.
The proposal is to continue with the borough wide requirement that, where there is a requirement for dog foul to be cleared, any person in control of a dog in that area must carry with them an appropriate means of collecting foul. Evidence of this means would need to be provided to an authorised officer on request.
