Background
The Gambling Act 2005 requires Licensing Authorities to review and publish their Statement of Licensing Principles every three years and for Cheshire West and Chester Council, this must be completed by April 2026.
The licensing objectives include preventing gambling from being a source of crime or disorder or being used to support crime; ensuring that gambling is conducted in a fair and open way and protecting children and other vulnerable persons from being harmed or exploited by gambling.
Before publishing, the Statement of Licensing Principles must be reviewed, and this process is regulated by section 349 of the Gambling Act 2005 requiring the Council to consult with:
the chief officer of police for the authority’s area
one or more persons who appear to the authority to represent the interests of persons carrying on gambling businesses in the authority’s area
one or more persons who appear to the authority to represent the interests of persons who are likely to be affected by the exercise of the authority’s functions under the Act
the Gambling Commission.
The only changes proposed to the Statement of Licensing Principles are, updated population statistics/information and inclusion of a reference to the borough wide Gambling Harm Strategy (which is currently under development).
