What is a Local Plan?
A Local Plan sets out, amongst other things, how many new homes are needed and where they should be built but also where land should be protected from development for the next 15 years. Local Plans are also the starting point for deciding planning applications. Cheshire West and Chester’s Local Plan consists of a Local Plan (Part One) and a Local Plan (Part Two).
The Local Plan (Part One) Strategic Policies was adopted in January 2015 and provides the overall vision, strategic objectives, spatial strategy and strategic planning policies for the borough until 2030. This includes setting out the level and location of new housing and employment land, as well as the identification of a number of strategic sites. The Local Plan (Part One) can be viewed in full here.
The Local Plan (Part Two) Land Allocations and Detailed Policies was adopted in July 2019 and provides further detailed policies and land allocations which support the strategic objectives and policies set out in the Local Plan (Part One), as part of the Council’s aim to produce a comprehensive planning framework to achieve sustainable development in the borough. What is the consultation about?
We are asking whether any of our current Local Plan policies need to be updated, or whether a new Local Plan is needed to reflect changing circumstances and new priorities, such as the climate emergency, poverty and health.

No decisions have been taken yet. The consultation is seeking your views on whether the Local Plan needs to be updated or not.
What is the Local Plan summary map?
The map has been produced to help you respond to the consultation and shows a summary of the main components of the Local Plan policies map, showing the Green Belt, countryside, flood risk zones, conservation areas and other important areas protected for wildlife and biodiversity. The current policies map can be viewed in full here.
