Setting a new direction

Cheshire West and Chester Council are starting a process of reimagining the future of transport in our borough. The mechanism that councils use to do this is through development of a Local Transport Plan.

This is a statutory document which sets out the big challenges our borough faces and the approach which the Council and its partners will take to addressing these through improved transport networks and systems.

It forms part of the Council’s constitutional Policy Framework and affects delivery of local transport, regeneration, public health and other programmes across the borough. The new Local Transport Plan will drive investment decisions by identifying work programmes that will help achieve our vision and goals. It will be our ‘shop front’ to central government to unlock the funding we need to enable this, both in terms of new infrastructure and initiatives, and ongoing maintenance.

The Council’s current Local Transport Plan was initially adopted in 2011. Although it was refreshed in 2017, the fundamental vision, objectives and policies which drive the plan were unchanged and are now over a decade old. This means that it has become out of step with significant local, regional and national developments, including the Council’s declaration of climate and poverty emergencies, adoption of a suite of new strategies, and the emergence of regional transport bodies. The Council’s strategic approach to transport needs to change to better deliver against the challenges and priorities we face today.

Purpose of this document

We are at the start of this process and would like your views on the challenges we face and the priorities for local transport across the borough. This document has been prepared to inform this conversation. It sets out:

  • Where we are today - a description of societal, environmental and economic challenges we face as a borough, based on a robust evidence base and policy review published alongside this document
  • Our proposed priorities in tackling these challenges – an emerging vision of the borough we would like to see in the future, and how transport can move us towards that vision. We propose five priority areas for action together with the building blocks that will direct all new policies in the Local Transport Plan
  • How we will make change happen – we know that creating the transport network of the future requires more than words on a page; we will also have to change how we think about transport.
