Current Restriction

Vehicles exceeding 7.5 tonnes gross vehicle weight are prohibited from using Chapel Street and New Warrington Road, unless exempt under the relevant Traffic Regulation Order. This restriction operates at all times and is already enforceable by the Police.

Why is this location being considered?

The restriction was introduced to prevent heavy goods vehicles from using roads that are not suitable for regular HGV traffic. The route passes through a local community where road layouts, junctions and surrounding conditions are better suited to lighter vehicles. The location has been identified through observations by Cheshire Police and Council Highways Officers regarding compliance with the restriction. Vehicles exceeding the weight limit can create conflicts with other road users, increase the difficulty of manoeuvring through the area and undermine the purpose of the existing traffic management measures. The site was identified through the Council's review of potential Moving Traffic Enforcement locations in 2022 due to concerns regarding compliance and the potential benefits of improved enforcement. Contraventions continue to occur and, as the restriction remains difficult to enforce using traditional policing methods, the location has been identified as a suitable candidate for Moving Traffic Enforcement.

Expected Benefits

The 7.5 tonne weight restriction on Chapel Street and New Warrington Road was introduced to prevent unsuitable heavy goods vehicles from travelling through the area and to ensure that larger vehicles use more appropriate routes. Camera enforcement would improve compliance with the restriction, reduce the number of prohibited heavy goods vehicle movements and support safer, more predictable conditions for all road users. This would help reduce conflicts on roads not designed for regular HGV traffic, address concerns raised by residents and ensure that the existing traffic management measures operate as intended. Improved compliance would also contribute to the efficient operation of the surrounding road network and support a safer local environment.
