The Inspire Cheshire West (ICW) website is part of our programme of initiatives designed to help tackle the issues that have arisen around the Coronavirus pandemic (Covid-19).

Some of these initiatives are designed to enable the Council to effectively fulfil our functions to keep people safe, put contingency plans into place to safeguard those vulnerable and aid business continuity. The ICW site is a Council led resource designed to promote the role of our local communities in helping us all get through these difficult times. The site is designed to be a centre for good news items, hints, tips and recommendations, as well as the opportunity for you to say thank you to friends, neighbours or the community in general for helping during this time.

This privacy notice is to help you to understand, and provide you with more information, about how Cheshire West and Chester Council collect and use the information you provide when you submit details to the site.

What personal data do you need to provide and what is it used for?

We only collect personal details that you provide to allow you to register to use the site and to submit items for inclusion.

In order to allow you to register to submit items to the site it is necessary for us to collect basic details about you including:

  • A screen name: This is so we can identify your submission. You do not need to provide your real name as part of the site registration process.
  • Email address: We need this information so you can log into the system to submit items and so we can communicate with you if necessary. For example, if you submit a story we will contact you to let you know when your story has been submitted and uploaded. We may also use your email address to contact you for further information about some of the information you have submitted, such as, if you submit details of an event or an individual we think deserves greater recognition, we may get in touch with you via email to see if you would provide further information. When you register to use the site we will also ask you if you are happy to receive email updates related to the Inspire Cheshire West initiative and other future consultation and engagement exercises. If you decide you do not want to receive these updates at any time, we will not send them.
  • Postcode: So that we can assign any submissions to a general approximate area based on wards within Cheshire West. We will not publish your postcode details anywhere.

When you submit an item

The ICW site is moderated to ensure it is a safe-space for everyone and we provide guidance as to the type of information that should and should not be included in any items or articles you submit.

We encourage all users to be aware of an individual’s privacy and to ensure that, where you may provide a good news story or a thank you message, you think about the level of personal information you may provide and ensure you respect their wishes. We may ask you to edit an item if we feel there is a need to protect an individual’s personal circumstances while still allowing you to post your good news item.

When you submit an item:

  • We will only publish any first names you mention in your submission. We will not publish surnames, your email or postcode.
  • We will only publish details you have provided in your submission, provided it complies with our moderation policy.
  • We will not publish any information that inadvertently identifies other individuals, their situation or any health information unless they have provided their consent for us to do so.
  • You must only upload videos or photos you have the permission and the consent of the individuals involved to do so. If a child is featured you must have the parental responsibility of the child.

Who is processing your data?

The Data Controller, who is responsible for the information outlined in this privacy notice is Cheshire West and Chester Council. Bang the Table operate the ICW site on behalf of the Council and they are responsible for moderating any information you may submit as well as storing the data you provide on our behalf.

What is your lawful basis for processing your personal data?

In order to process and publish personal data we must establish a legal basis that allows us to do so. The General Data Protection Regulation requires specific conditions to be met to ensure that the processing of personal data is lawful. These relevant conditions are below:

  • Article 6(1)(a) – we will only process and publish personal data based on the consent of the individual involved.
  • The processing of special categories of personal data, which includes data concerning a person’s health, are prohibited unless specific further conditions can be met. These further relevant conditions are below:

o Article 9(2)(a) – we will only process and publish special category personal data where you have given your explicit consent for your information to be used.

Who we will share your information with?

We will not share your information with anyone else unless required to do so under additional legal requirements, for example to assist the government in containing the spread of Covid-19. This may be where we are required to do so by law, to safeguard public safety, and if in risk of harm or emergency situations.

Your email and contact details will not be shared with other parts of the Council for any other non-related purposes. Where you have submitted an item that is identified the Inspire Cheshire West Team as being worthy of greater recognition, we may contact you for additional information and to ask if you would be happy for your item to be used elsewhere if you have consented to us contacting you about Inspire Cheshire West. Such items will only be used in areas other than on the ICW site with your prior permission.


How long will my personal data be retained by the Council?

Any submissions you make on the ICW site will be kept as long as Participate Now (the Council’s consultation and engagement website) is in operation.

If you only consent to us keeping in touch with you about 'Inspire Cheshire West' (the Council's engagement project for Covid-19), your personal data will only be kept as long as the ICW pages are open for submissions. At a minimum the information outlined in this privacy notice will be kept for the duration of the Covid-19 response. When the information is no longer needed for this purpose, it will be securely deleted.

If you also consent to us keeping in touch with you about other future consultation and engagement exercises, your personal data will only be kept as long as the Participate Now website is in operation. When the information is no longer needed for this purpose, it will be securely deleted.

You can contact us to unsubscribe at any time and your personal data will be immediately deleted.


Your rights

You have the right to ask us to remove any items you have posted to the site and to delete the information we hold.

If you are not happy about the way your personal data is being processed you can complain directly to the Council’s Data Protection team by email: DPO@cheshirewestandchester.gov.uk

You also have the right to complain to the Information Commissioner’s Office.
