Updating the All Age Carers Strategy

What is an unpaid carer?
Many people do not realise that the support they provide makes them an unpaid carer. Caring often develops gradually or feels like something people naturally do for someone close to them.
An unpaid carer is anyone, of any age, who provides care or support to a family member, friend, or neighbour who, due to illness, disability, mental health needs, addiction, or age‑related frailty, cannot manage independently without their help.
Background
Cheshire West and Chester Council, together with the NHS Cheshire & Merseyside Integrated Care Board, is updating the All‑Age Carer Strategy. This strategy was developed in 2020 in collaboration with local carers, organisations, and professionals, and sets out a long‑term vision for how we will recognise, value and support unpaid carers of all ages across the borough.
It is important that the updated strategy reflects what matters most to local unpaid carers and how they wish to be supported. By taking part in this survey, you will directly contribute to shaping the priorities and actions of the new All‑Age Carer Strategy.
We welcome views from all residents, whether or not they have experience of an unpaid caring role—as well as from local organisations and partners across Cheshire West and Chester.
Your feedback will help us understand what is working well, what needs to improve, and how future services can better support unpaid carers.

What happens next
The findings from the engagement will be used to help shape the update to the All Age Carer Strategy.
The engagement findings will be available on the Council website in Autumn 2026.
