Making a difference to local issues and helping to shape local services
The Participate Panel is Cheshire West and Chester Council’s online citizens’ panel. The Panel is a cross-section of approximately 1,300 local people, reflective of the local adult population, who volunteer to take part in regular research and engagement activities with the Council.
Feedback from the Panel helps us understand residents’ views about a range of important local issues such as health and well-being, the environment and the economy. What the Panel tells us directly informs policy and decision-making processes, to help the Council do the right things to meet local needs.
The Panel have been invited to take part in a number of activities to date. Details of these activities and the findings from them can be found below, under ‘Participate Panel Feedback’. There are also a number of activities planned with the Panel over the coming months and further details will be provided on this page.
Anyone aged 18 or over who lives in the borough can join the Participate Panel at any time. If you are interested in joining, please click Join Now.

A small sample of the Participate Panel attended two focus groups about Council decision making processes. Discussions focussed on people's awareness of decisions that the Council are considering, how they would like to find out about decisions and the opportunities they would like to be engaged in and influence decisions.
The feedback received helped to support a review of the Council’s constitution, which is the document that sets out how the Council takes decisions.
