The Local Plan Conversation engagement exercise has now closed Thank you to everyone who took part. A copy of the feedback report, comments on existing Local Plan policies and suggestions of sites and locations for new development and land that is important to protect, are available here. There were a number of comments that did not relate to the Local Plan but to issues dealt with by other Council departments. Where possible all these other comments have been passed to the relevant services. The findings of this engagement were discussed by the Council’s Cabinet on 20 April 2022. Information about the meeting is available here. Your feedback supported this discussion at Cabinet, where it was agreed that the Council commits to an update of the Local Plan (Part One) and commences initial work, including evidence gathering in advance of this, and establishes a cross-party Member Working Group. A report setting out the scope and timetable will be approved at a future Cabinet meeting. |
What could the Local Plan do to promote sustainable transport?
Providing reliable and efficient transport networks is fundamental to supporting economic growth, improving access to jobs and key services, enhancing the local environment and improving quality of life.
Road transport makes up 19% of Cheshire West’s CO2 emissions each year. We want Cheshire West to become carbon neutral by 2045 or earlier. Reducing the number of trips that we make, while supporting more sustainable transport and breaking the cycle of car dependence, will be important for tackling the climate emergency.
We want to know what you think the Local Plan could do to meet the key challenges of promoting sustainable travel in the future.

Take care of what we already have
The roads and pavements around Chester are in serious need of repair. To walk from my home to town has many broken pavements, overgrown hedges and nettles, crossing busy roads with no pedestrian crossing. Hoole Bridge is a death trap for cyclists and pedestrians and this issue has been rumbling on for years. Nothing is ever done to the pavements, so how can you expect people to use them if you don’t look after them? At night, the street lighting is very poor. In mine and surrounding streets, residents walk on the road, as the pavements are such a trip hazard. Newton Lane needs a pedestrian crossing at the Hoole side of the bridge.

Rossmore Road East and North Road area in Ellesmere Port
Many new homes, retail and Storage facilities are built and are being built. The planers and developers have no Active Travel Plan for the area. Only bits are being done in a fragmented way, Very few of the proposed shared user paths come up to DFT standards of LTN 1/20 and I think councilors and planners are not aware of the new Document Gear Change published by the DFT last year. In this area there are a few disused railway line which offer green routes along North Road and under Rossmore Road East. Then we need good connections into town. Not signs saying End Of Cycle route. If we are going to beat Climate Change and other health problems in this area we have to do better than we are now. Wirral Waters in Birkenhead is/was and old dock system and in some ways very similar to this area in Ellesmere Port. They have Active Travel designed into Wirral Waters very much so. Why cannot this area have such a plan. Answer NO ONE CARES. That is how I see it. I have tried to engage with officers and councilors in the past with little success.

Rephase pedestrian crossing lights
Make lights respond quickly to pedestrian activated requests in order to reduce the frequency with which people cross on red putting themselves in danger - something you see happen everyday at the hamburger junction and the A41 Pearl Lane crossing. Furthermore, If the lights respond quickly then there will be fewer occasions when the lights go red, stopping (most) cars, but the pedestrians have already crossed, which frustrates drivers.

Congestion zone charging.
Charge for entry to within the last couple of miles of the city. Raise revenue and solve the pollution problem at once but needs to be backed up by a fleet of frequent, easy access, low pollution buses to avoid killing off trade in the city centre.
