April 2022 - The Winsford Town Centre conversation has now closed

Thank you to everyone who continued the conversation with us about transforming Winsford Town Centre. The survey feedback you have given is really important. Findings from both consultation stages can be found here:

A planning application for Phase 1 of the redevelopment was approved by the Council's Planning Committee on 5 April. You can view the planning application on our online portal here (application number 21/05058/FUL) and view a recording of the Planning Committee meeting here (please use Google Chrome where possible).

April 2023 – Winsford Town Centre Update

Following increases in construction materials and labour costs and reduced demand for food and beverage units, the Council has had to re-evaluate the feasibility and sustainability of the original plans for Winsford Town Centre. To find out more please click here.


We want to hear from you how Cheshire West and Chester Council can transform Winsford Town Centre. By 2024, it will look very different. Now is the time to play your part in shaping our plans.

We bought back the shopping centre in 2018, because we wanted to improve the town centre. We have made some changes since, but we now have the funds to really transform it.

Your consultation responses in 2019 helped us attract £9.98 million from the Government’s Future High Streets Fund. Supported by £11 million of Council funding, we can now afford to begin a process of revitalising Winsford for future generations.

The work starts now. In the Autumn, we will be submitting a planning application for the town centre, with construction due to start in Spring 2022. We would like to understand your views on our vision, so we can make sure these plans match your needs.

We want to hear the views of all residents and businesses.

Whilst the whole town centre remains a priority, in the first phase we are in focussing on the masterplan boundary shown by a black line on the map.  However we would also welcome comments outside this area.

On the map you can pin comments relating to the following proposals:

  • Retail (marked in red) - new, modern, high quality retail spaces to benefit existing businesses and attract new shops, cafes and restaurants to the town centre 
  • Town square and events/activities (marked in blue) - to provide a flexible space where people can meet and events/activities can take place to encourage people to visit the town
  • Public space improvements (marked in green) - including landscaping, tree planting, footpaths and pedestrian crossings, seating, lighting and public art installations
  • Winsford Social Hub (marked in yellow) - to provide a flexible, multi-use space for a range of commercial, social, civic, cultural and arts activities
  • Library (labelled on map) - there may be an opportunity to relocate the library within the planned social hub to take advantage of the flexible space and provide more events/activities
  • Market (labelled on map) - there may be an opportunity to relocate the market to a more central location within the Social Hub and improve facilities 
  • Car park facilities (marked in purple) - improvements to car park layouts, surfaces, security measures, and the addition of electric vehicle charging points
  • Access improvements (marked in orange) - improvements to make travelling into and around the town centre easy and safe 
  • Other comments - can be pinned using the 'other opportunities' or 'other issues' pins

The first phase of the Winsford Town Centre conversation has now closed. Thank you to everyone who took part. There have been many comments and suggestions, which we are currently analysing. A report of the consultation findings will be published on this page in late August. The feedback you have given is really important and will be used to finalise the plans for the town centre ahead of a formal planning application later this year.
